Five companies borrowed bribes in exchange for projects, involving more than 35,000 yuan in bribes, and former XMRT engineers were charged

According to the statement of the Corruption Investigation Bureau, a total of seven people were involved in the case. In addition to the two defendants, Chen Xunyi and Liu Runhui, former senior engineers of the New Rapid Transit, five company directors and employees were also charged on suspicion of bribery.

Two former senior engineers of SBS Transit are accused of accepting bribes as payment for arranging various engineering companies to do business with SBS Transit. The two were charged in court along with the boss of the company who paid the bribe.

Chen Xunyi (46) was charged on Wednesday (October 19) with 14 counts of contravening the Prevention of Corruption Act, alleging that he received at least 35,655 yuan in cash bribes between 2020 and 2021; Liu Runhui (60) was charged in June 2022 with three identical counts, alleging that he accepted a loan bribe of 2,050 yuan.

Clear Cut Engineering boss Bo Mingcai (59) and LTK Engineering Services boss Lin Dongqiang (58) are accused of conspiring to give Chen Xunyi at least 7,600 yuan in exchange for the latter to outsource various manufacturing and maintenance work of the new MRT, as well as parts supply, to Bo Mingcai's company.

Bo Mingcai is also accused of bribing Liu Runhui with loans three times between 2019 and 2021 in exchange for works.

Wang Hairu (51), the female director of

VT Global Marine Engineering Pte Ltd., was accused of offering Chen Xunyi 10,420 yuan in exchange for SMRT purchasing electronic components from her company.

Allinton Engineering & Trading Pte Ltd director Chen Tinglei (69) and assistant marketing manager Luo Zhenyi (62) are also suspected of giving Chen Xunyi at least 13,635 yuan in bribes in exchange for SMRT to purchase hardware parts from his company.

Chen Xunyi, Bo Mingcai, Lin Dongqiang and Wang Hairu expressed their intention to plead guilty in court. They are expected to plead guilty in November. The cases of Liu Runhui, Chen Tinglei and Luo Zhenyi are still pending.

Convicted of accepting or giving bribes, offenders can be fined up to $100,000, or jailed for up to five years, or both.

New MRT: No tolerance for fraud and corruption

Chen Guizhen, vice president (super) of customer experience and corporate liaison of New MRT, confirmed in response to inquiries from Lianhe Zaobao that the two senior engineers involved in the case are no longer employed by the company.

She said that the new MRT will not tolerate any fraud and corruption, and also requires job seekers to maintain a high level of professionalism and integrity, adding that the new MRT will review the work process to ensure that similar incidents will not be repeated.
